Members of the Public shall at all times be permitted within the boundaries of the Victoria Peak Signal Station for the purpose of viewing the scenery except during hostilities or manoeuvres or when specially excluded therefrom by the order of the Senior Officer Commanding on the Naval Station; but the Public shall not be allowed inside any of the buildings upon the said lot.
" shall be reserved to the Government, its officers and Servants and to such members of the Public as may desire to use it a free and uninterrupted right of at all times and for all purposes in passing over and along such portion of the footpath coloured brown on the plan No.2 hereto annexed near to the Cape D'Aguilar Signal Station as lies within the boundaries of the ground hereby transferred to the Commissioners and
such portion of the said footpath shall at all times be kept in good repair by the Commissioners at their own expense.
The Government shall in consideration of the services performed by the Commissioners in maintaining and working the said Signal Stations pay to them the sum of Dollars Two Thousand on the First day of January in each year.
The Government shall at their own expense provide a fortnightly service by sea from Hongkong to Cape D'Aguilar for the purpose of conveying fuel and stores to the Signal Station there situate.
The Government shall at their own expense maintain and keep in proper working condition the existing
